This paper presents the findings from a review of published literature concerning the motivations behind customer fraud. It brings together findings from social surveys, public economics, law and social psychology and attempts to ascertain which, if any, factors affect an individual's compliance. The paper looks at customer fraud in both means tested benefits (Income Support, Jobseeker's Allowance, Pension Credit, Housing Benefit) and non-means tested benefits (Incapacity Benefit, Disability Living Allowance).
