Review of the DWP Cost Benefit Framework and how it has been applied

DWP developed the Cost Benefit Framework (CBF) guidance in an attempt to systematically assess the relative and actual cost-effectiveness of its policies and programmes in a consistent way. Following the experience of trying to apply the cost-benefit framework for the first time, this report critically reviews the CBF guidance and how it has been implemented.

The report discusses a number of steps that might be taken to improve the CBF guidance and the underlying cost benefit analyses. The report summarises the main recommendations and indicates whether the authors consider them to be of higher or lower priority.
