Job Outcome Target Tracking Customer Survey

By: Lorna Adams, Katie Oldfield and Sarah Fish

Between June and August 2007, there were 95,000 Jobcentre Plus customers who, according to DWP databases, left benefit and off-flowed into work but did not count towards the Job Outcome Target (JOT) because they did not have a P45/P46 record relating to this apparent movement into work.

The JOT Tracking Customer Survey aimed to explore potential explanations for why these 95,000 customers did not score towards JOT and establish the number of JOT points they could have scored towards the target.

The study was able to classify customers who did not score towards JOT into three groups: (a) those who failed to meet the JOT criteria; (b) those who did not score due to one or more explanatory factors; and (c) those for whom there was no identifiable reason for not scoring towards JOT.
