A Comparison of Child Benefit Packages in 22 Countries

This report presents findings from a study comparing the child benefit package in 22 countries includes all EU countries plus Norway, USA, Canada, Japan, Australia, New Zealand and Israel. The study looks at variations in the structure and level of a “package” of tax allowances, cash benefits, exemptions from charges, subsidies and services in kind, which assist parents with the costs of raising children. It also seeks to explain factors influencing variations in the child benefit package and the outcomes of these variations. This report updates a similar study that was carried out with 15 countries in 1992.
