This report presents the findings of research among a representative sample of CSA clients. This report is the first from a programme of research designed to monitor and evaluate the reforms enacted in the Child Support, Pensions and Social Security Act 2000. The report provides information on characteristics, experiences and attitudes of the CSA client group prior to the implementation of CSA reforms and serves as a baseline against which effects of the reforms will be evaluated.
