Mid-Term Evaluation of the UK/GB EQUAL Community Initiative 2000-2006

In-House Report No. 135

By Richard Lloyd and Colin Howat

The Mid Term Evaluation of the UK/GB EQUAL Community Initiative presents findings for the evaluation of European Social Fund (ESF) EQUAL programme to the mid-term. The aim of the research was to assess the extent to which EQUAL has succeeded in achieving its objectives. Specifically, the report looks at the effectiveness of EQUAL in the development phase (Action 1), implementation issues (Action 2) and mainstreaming of lessons from the programme into the policy process (Action 3). The study was based on a case study approach of 30 Development Partnerships (DPs) and was supported by interviews with the remainder of the DPs as well as other key stakeholders. It was conducted by GHK and the Gilfillan Partnership.
