Improvement in methodology for Housing Benefit and Council Tax Benefit (HB & CTB) caseload National StatisticsDWP have implemented an improvement to the way HB & CTB caseload statistics are compiled.
The improvement has been made following the identification of an inconsistency in the use of HB & CTB claim start dates affecting 25 local authorities (listed below). The effect of the inconsistency is an under-recording of both HB & CTB caseload in the local authorities affected, and ranges between one and nine per cent.
The release of the HB / CTB National Statistics on 11th November 2009 revises caseload figures previously published on 19th August 2009 for the 25 local authorities affected for the period November 2008 to May 2009. The release also includes an improved methodology to reduce the number of unknown cases in the different population splits.
